DIGITAL ECONOMICS: PROBLEMS AND PERSPECTIVES

Summary 

The digital revolution is changing the lives of us and society at an indefinite rate and with unprecedented turmoil, creating both enormous potential and colossal difficulties. New technologies can make a significant contribution to achieving goals in the field of sustainable development. But getting positive results is not guaranteed. In order to fully unlock the socio-economic potential of digital technologies and avoid undesirable consequences, it is necessary to strengthen international cooperation as soon as possible.

The problems and challenges facing the digital economy facing business, the state and society, the challenges posed by the emerging digital economy, and the chance of accelerating its development in a circle of specialists, are the subject of intense understanding and research. In this case, we are talking about the analysis of the relationship between digital economy, which relies on the complex of radical investment in the 4th Industrial Revolution, and the task of modernizing production policy.

New technologies, especially artificial intelligence, have been linked to significant changes in the labor market, including job losses in one sector of the economy and mass growth in the other sector, including its growth. The digital economy requires a variety of new knowledge and skills, fundamentally new measures of social protection, and a qualitatively new ratio between work and leisure. It is necessary to attract large investments for the development of the education system, which will be focused not only on the learning process, but also on the study of methods of organizing this process, as well as the provision of universal access to educational services throughout life.

It should be noted that as with all large-scale events, the development of the digital economy is associated not only with positive outcomes, but also with a variety of risks and problems. Their source is two main factors. The first lies in the emergence of new risks and problems, which characterize the digital economy and are based on its technological features. Second, the transition to a digital economy is an institutional transformation that, in turn, does not depend on its nature and is a powerful destabilizing factor for sustainable and successful socio-economic development.

The lack of qualified personnel in this regard is a serious impediment to the development of the digital economy in Georgia. For example, the number of IT specialists in the United States is 2.4% of the total working age population and 4.3% in Germany and the United Kingdom. In this regard, we have a big gap in Georgia. It is necessary to increase the number of highly qualified IT specialists in the country, but it is mechanically impossible to do so, it is necessary to develop the infrastructure of the education system in this direction, to train new teachers and so on.

Despite the growth of the digital economy in Georgia in modern conditions, the country lags far behind the average level of development in the world. The reason for the country's lagging behind digital companies is the lack of investment. Crowdfunding platforms are an important tool for attracting investment. The introduction of innovative digital technologies is also having a positive impact on the labor market. In addition, digital technologies contribute to the social and financial involvement of the population and increase their access and quality of service in such important areas as medicine, education, culture, public and municipal services. The development of the digital economy and the search for ways to solve the emerging problems require the joint efforts of the government, the public, academia and academia, as well as the technology sector. Every day we see evidence that digital technologies are contributing to the expansion of human rights and the sustainable development of the country, to the well-being of the entire society.
